From Jan. 1, scooters with a displacement volume of less than 50cc will have to be registered and insured. Scooters over 50cc’s are already subject to these requirements.

On Dec. 7, The Ministry of Land, Transport and Maritime Affairs announced a revised bill on vehicle management and the enforcement of registration, mandatory license plates and insurance for all scooters with less than a 50cc displacement volume.

This will affect an estimated 270,000 scooter owners. Those who currently own unregistered scooters will have until June to buy insurance and register them.

The amendment will only be applied to scooters with speeds of over 25 kilometers per hour, and exclude electric wheelchairs, mobility scooters for the disabled or elderly, and all terrain vehicles.

Up until now, a lack of such a policy and mandatory insurance prevented owners from being indemnified after accidents, despite a relatively high accident rate by scooter drivers. The absence of license plates in some cases left scooters vulnerable to theft, and a tendency by drivers to speed and be involved in hit-and-run accidents.
